When is "mediocre" getting Carlos Pena back? After the season? Looking at those stats, and seeing the jump this season, makes me rather suspicious. I know testing was tighter this year and home runs were down on the whole, but going from a career high of 27 to 46? That doesn't quite make sense, especially because it's not like he's in his second or third year in the league.

True. But it's a shame if he did this naturally and we automatically assume he is doing something "extra"
And I am sure MLB will begin testing as soon as they find out there is a team in Tampa Bay.
